Phnom Penh, 26 January 2026 — The Cambodian Human Rights Committee (CHRC) has submitted an urgent appeal to the United Nations Special Rapporteur on the Human Rights of Internally Displaced Persons, accusing Thailand’s military actions of causing serious human rights violations against more than 115,000 Cambodian internally displaced persons (IDPs).
In a statement, CHRC said that despite a December 2025 ceasefire agreement, Cambodian civilians remain unable to return home due to the destruction of civilian houses, forced displacement, and physical obstructions such as shipping containers and barbed wire. “Internal displacement must not be normalized. Silence or delayed action risks entrenching impunity and prolonging the suffering of displaced civilians,” CHRC said.
The committee warned that the situation has had a severe impact on vulnerable groups, including women, children, the elderly, the sick, and persons with disabilities, exposing them to poverty, loss of education, health risks, and lack of essential services.
CHRC called on the UN to urgently intervene, urging Thailand to withdraw its forces from Cambodian territory, halt actions preventing the safe and dignified return of IDPs, and provide reparations, including restitution and compensation, for affected civilians. “Illegal occupation, destruction of homes, and obstruction of civilians’ return constitute serious violations of international human rights and humanitarian law,” the committee stated.
CHRC emphasized that while Cambodia has taken measures to assist displaced citizens, international engagement is essential when displacement results from external military actions.
